Executive Summary

The African energy sector is facing rapid changes that originate form both internal and external developments.  The pace of change also appears to be accelerating.  Some of these changes present important opportunities for development and improvement of the African energy sector.  Other changes increase risks that require pre-emptive response measures. 

A mechanism for effectively responding to these rapid change is needed by the African energy research and decision making community.  This theme group on "Special Studies of Strategic Significance" is designed to assist in filling this important gap in the region.  The Theme Group on "Special Studies of Strategic Significance" was established by AFREPREN/FWD to assist the Network as well as the wider African energy community to respond to these rapid changes that are not addressed by its three main Theme Group, namely "Renewables and Energy for Rural Development", Energy Services for the Urban Poor"; and, " Energy Sector Reforms".

Key issues to be addressed by the Special Studies of Strategic Significance include the following:

  • Emerging global patterns of energy investments and their implications for Africa.
  • New and emerging issues and trends (technological, financial and institutional innovations) that are likely to have important implications for Africa.
  • Adaptation, deployment and use of modern of the modern biofuel technologies
  • Substitution of oil and coal by environmentally less damaging natural gas.
  • Environmental and socio-economic impact of large-scale energy developments (e.g. large scale dams, coal mines and oil pipelines)

This report provides the status of the Special Studies of Strategic Significance Theme Group. The report provides brief CVs of researchers who have confirmed their interest in participating in this Theme Group. The report also includes the Terms of Reference for proposed Special Studies that have been commissioned as well as those to be undertaken beginning May, 2000.

In its first seating of August, 1999, the Steering Committee of the 1999-2002 AFREPREN/FWD Programme mandated the AFREPREN/FWD Secretariat to manage the Theme Group on Special Studies of Strategic Significance and Proceed with the solicitation, review, selection and commissioning of Special Studies in line with the aforementioned key issues.

To date, AFREPREN/FWD Secretariat has received applications for participation in this Theme Group from 24 African researchers listed below. In line with the recommendation of the AFREPREN/FWD Steering Committee, letters commissioning short studies in this Theme Group will be sent out to candidates whose CVs have been short listed and reviewed by the AFREPREN/FWD Secretariat.
